I’m not saying there is no way to leave the government out of mental organisation, but at the current support and state of anarchism, mutual aid and popular compassion, I’m fine with democratic control of mental institutions. Now, reaganomics made sure that there’s a trend of oligarchic control of mental processing, ie sanity as a scarce good.
